What: Vanguard Services Unlimited breaks ground for a new $4.4 million substance abuse recovery center to house its Phoenix and Re-Entry Programs and corporate headquarters.

Where: 506 North Pollard Street, Arlington, Virginia (near Quincy Street and North Glebe Road, one block south of Ballston Common Mall)
Who: General Barry R. McCaffrey, Former Director, White House Office of National Drug Control Policy. McCaffrey, a four-star general and former commander of U.S. forces in Latin America, is now a prominent speaker and consultant on national drug policy issues. After the ground-breaking ceremony, he will be available for press interviews to discuss ongoing national drug control policy.

General McCaffrey, Director of the White House Office of National Drug Control Policy ("Drug Czar") during the Clinton Administration, will be the keynote speaker at the ceremony. He will be presented with Vanguard Foundation’s 2001 National Community Service Award.
